Reducing Checkout Abandonment

There are many stats publicly available on basket and checkout abandonment rate. According to Baymard Institute the average documented online shopping cart abandonment rate is 69.57% (an aggregate score compiled from multiple sources).
Why is it so high? Is this to be expected, or can we do something about it?
